I believe that the constitution prohibits states from splitting up
without the consent of the rest of the states. This was to keep big
states from splitting into two and doubling their number of senators.
During the Civil War, the pro-Union counties of Virginia split from the
pro-confederacy others to become West Virginia, this was allowed
because it created another pro-Union state.
The only exception is Texas, I believe that they were granted the right
to split into two or three states when they were annexed. But this has
already happened, Oklahoma was part of the Republic of Texas.
No other states have been split after their creation.
