My understanding is that several southern states are not allowed to ask
for IDs.  This goes back to the 60s, where blacks had the theoretical
right to vote, but would be in trouble if they actually attempted to do
so.  Asking for IDs is seen as a way to record who has voted and punish
them.  I know, this doesn't make sense because you could just get the
same information off of the voting register.  Or perhaps it is viewed
as discriminatory since it is beleived that more minorities won't have
ID.  

I know that I wasn't asked for ID when I voted here in Washington
state.  You simply signed under your name on the voting register.  I
have no idea what would happen if I came in and found that someone else
had claimed to be me and got a ballot.  Since the ballots are secret,
there is no way to retrieve that ballot.  I could prove that I was
really me by showing ID, so I imagine that they would have to let me
vote, but what about the fraudulent ballot that other person cast?
