John: I know that a hand recount is likely to favor Gore. Thats why
it would be a compromise...Gore would have to agree to drop the
threatened lawsuits and such.
If Gore actually got more valid ballots cast for him in Florida, then
he should get Florida's electoral votes. A county by county selective
recount can be biased according to which counties are chosen. But a
statewide hand recount eliminates this statistical bias, and gives us
the most accurate count that we can get. This is the number that
should be used to determine the results of the election.
If the Ds propose a hand recount of the entire state, I don't know how
the Bush camp can refuse without losing the faith of the electorate.
It would eliminate the objections they have to the biased selective
recount, and would provide the most accurate count possible given
human/technological limitations. So that is what should be done,
regardless of who is likely to win or lose.
