But what constitutes a valid ballot?

An one hand, the Florida Statues seem to imply that a valid ballot is only
one which is certified by the County Canvassing Board by 5pm, one week
after the election.

On the other hand, two separate counties are using separate interpretations
of "valid" ballot.  One is considering "dimples" as possibly valid, the
other is not.

Ahh.... but this is where the first hand comes on.   There may be no way,
under the Florida statues, to agree to a statewide hand recount at this
late hour.
