That is not the margin of error.  That is merely the percentage of blank or
spoiled ballots.   It is not uncommon for voters to leave a ballot blank,
or to spoil it, as a way of protesting the system.   Moreover, that
percentage does not include ballot fraud, which should be a part of any
margin of error.

And what standard should be used for awarding a vote by a district?   What
if a district only has a winner by 300 votes out of 6 million?   What if a
district has a margin of only one vote?

shouldn't expect fairness in politics, especially with New Mexico's 
rediculous laws (in the event of a perfect tie, the votes are awarded based

of the people, they flip a coin!).

Actually, the play a game of poker - five card stud.   And why isn't this
the will of the people Michael?   I am not aware of a single person who
split the ballot for President down the middle for Gore and Bush.
Instead, most Americans were *solidly* in favor of one or the other.    All
New Mexico's procedure says is that it is unknown what the will of a
plurality of the voters is.   Thus, a game of random chance is as likely as
not to determine the "true" the will of the plurality of New Mexico's
voters.
