Two points immediately jumped out at me, before I've had
a chance to play with the numbers in Excel. 

1) The percentage of spoiled ballots in Palm Beach County, 
while rather high, is not unusual.  In fact, several counties
had a greater percentage of spoiled ballots.

2) Some have argued that punch-card balloting results in more
spoiled ballots than OptiScan.  Instead, it appears that a
much more determinant factor in the number of spoiled ballots 
is wether they were tallied at the precinct or at a central
location.   This is a *very* interesting number for those 
people who argue that greater handling of ballots reduces accuracy.
