At the time the Constitution was written, the individual
states of the USA *were* seen as independent States that
formed together into a single nation. Each state has its
own Constitution, legislature, executive(s), and judiciary
branch, and (in theory) it could secede from the Union if
it really wanted to. That perception changed with the (US)
Civil War, which strengthened the federal government's
power over the states.
