I've never heard that before.  I also have a hard time believeing that
France and Germany contribute equal amounts.   Germany is just flatly so
much larger by almost any measure.

Well, I believe that that is the matter of some debate over there, no?
After all, doesn't the European Constitution have a clause about "ever
closer union."
