During our humble discussion at work, we decided that it might be a easily
and cheaply mass produced fuel cell technology. As Joshua wrote, something
along those lines does fit all of the criteria.

I ran across an article on ABCnews.COM (see link below) that has a drawing
and speculates that it might be a personal scooter. Personally, I would be
disappointed if that's all it was.
