That's better than the Beaufort or Richter scales already suggested, or
the BTU or horsepower.  Unfortunately, it doesn't work well if there
aren't enough people TO run out of the room to begin with.  (Dogs don't
run out of the room for that sort of thing.  They don't seem to mind.)
