If you're so poor you can't afford an alarm, burglars probably won't have a
reason to break into your house anyway.

The burglar doesn't necessarily *know* where you keep your gun, but when
he's searching your house he'll probably find it anyway.

For most part, you can't really blame the police officers. You just can't
completely get rid of crime -- not even if you turn the country into a
police state. The officers that beat up Rodney King were of course way out
of line, but I suppose (and hope!) cops like that are exceptions; I'm sure
most police officers are decent law-abiding people who do their job the
best they can. A lack of expertise and efficacy isn't really the fault of
the officers themselves either; most of it will be caused by lack of
equipment and not having enough people who want to do that job.
AFAIK, most serial killers eventually do get caught. The faster they get
caught, the better, but unfortunately serial killers aren't in the habit of
leaving their name and address on the corpse...
