Before writing LtW, he was having difficulty inventing good names for
ships (that gets really hard after a while - I must've come up with
thousands of them before I gave up attaching one to every Culture list
message). His solution was to hold a competition for ship names with
the inclusion of the best one in the new book as a prize. There were so
many good entries that he wrote that section as a way to include lots
of the best ones.
