"Capital C" Communist governments *are* pretty stupid, even
though many individuals living there can be quite brilliant.
BTW, this is one of those things DB talked about a while back.
The reason is that in an authoritarian dictatorship, no one
can tell the government when it's about to so something stupid
-- at least, not if they want to live. Also, each little
department of the government tends to keep everything secret
from the others, so the left hand never knows what the right
hand is doing. So, they blunder into stupid mistakes time after
time. IIRC, TRANSPARENT SOCIETY lists several examples of
bone-headed mistakes made in totalitarian countries, that could
have been easily solved if people were allowed to criticize
government decisions.
Granted, democratic governments have been know to have the same
sorts of problems, especially with competing departments, but
never to the extent that totalitarian regimes do.
