I think you have it backwards.  What are the odds of someone winning
election if he/she publically proclaims they are for the legalizing of all
drugs?  I'd say slim and none, with Slim on the way out the door.

The people believe that if you just have tougher and tougher sentences for
drug use, then the criminal types who use drugs will finally get the
message.  Tough drug laws are popular.  Doesn't necessarily make them right,
but it does make it the will of the people.
