Those nations that engage in state-sponsored terrorism would be a good start.
Additionally, I would include those nations that do not support the nuclear
non-proliferation Treaty, and are actively pursuing nuclear ballistic
missiles.
Right now, that list would include DPRK, Iraq, Iran, Syria, Libya, and
Afghanistan.
