Because it's the worst-drafted major treaty in modern history. I kid you
not. It doesn't even properly define "nuclear test" which is sort of an
important part of the treaty's provisions. A lot of the countries that
_did_ sign it realize that by doing so they don't actually inhibit their
activities all that much if they read it legalistically, which is how all
treaties are read. The US doesn't _need_ to test nuclear weapons - we now
do all of that through computers. Signing the treaty would be a literally
costless gesture on our part. We're not signing it because it's a crappy
treaty that we're trying to improve, and if we were to sign it it would
never change.
