My mistake. I meant to imply that pursuit of nuclear ICBM's was another
count against those States that sponsor terrorism.
India is definitely not a rogue State.
Pakistan, however, is teetering on that cliff (based on their tacit support
for the Taliban and their extraconstitutional government's support of
militarism in Kashmir.)
