Remember,  one needs to know the background frequency for multiple tail cats
before attaching any significance to multiple tail cats downstream from
nuclear power plants.  While I don't know the present frequency, historical
data suggests the occurrence is not all that rare.  One only has to look at
the utilization of cat 'o nine tails in the British Navy to determine that
they were readily available for several hundred years.
