Thank you for hitting on the very reason that I believe Democracy is 
over-rated as a method of getting things done.

There needs to be a stable element which looks to the long term 
within any government which will truly reprisent what is BEST for 
the people, not just what they WANT at any given time.

And yes, to use the old cliche, I believe that most people are 
sheep.
