As Alberto noted, that is pretty much guaranteed in Brazil.

That's pretty much irrelevant. Unless you are coming up with $1bil from
using the 10 sq mis as preserved wilderness.
But if you come up with the $1bil from other means, that just means that
you can buy $2 bil worth of rainforest. The tradeoff here is still valid,
you can either keep 10sq mi of wilderness in the United States, of purchase
$1bil worth of wilderness in the locations of your choice. (I'm thinking
that you could buy some huge chunks of timber concessions in Alaska or
Maine.)
