I'm using "swung away" in the meaning of "the amount of socialism has been
decreasing."

No, not everything.   After all, even the United States has guarantees of
pension, medical care, and education.   

The second point was sort of a refined one, about *large-scale* socialism.
  The first one will be much easier for us to argue.
