Oh? Since when do countries need the approval of the US (or Japan) before
they can sign a treaty? AFAIK, countries are sovereign nations, allowed to
make their own decisions. If a number of countries get together and decide
that they will try to reduce their CO2 emissions by a certain percentage,
why would they need the approval of other countries?
