Yes all countries are sovereign nations. They can do what ever they want. A treaty is 
an agreement between two or more countries, so if just one country aproves a treaty 
and no others do then it ain't worth much.

When the ABM treaty was crafted did the US worry about whether or not Andora was going 
to agree to the terms?

But even more important, WHY HAS NO OTHER NATION APPROVED IT?
