Come on Jeroen, do you *really* know so little about this issue?

The Kyoto Treaty explicitly says that these sovereign nations will only
consider themseleves bound by the Treaty unless #1 or #2 happens.

Its a brilliant ploy, really, since the Europeans know that #1 isn't going
to happen, and #2 in all likelihood won't either, they get to take all of
the credit, and none of the responsibility.
