No, there is not.,
What you are thinking of is the "Monroe Doctrine", which was promulgated as
the official policy of the United States in the early 19th century. The
Monroe Doctrine stated that we the US would act to defend the interests of
the people of the Western Hemisphere against the interests of the Europeans.
The Monroe Doctrine was pretty much in the dustbin of history by the time
the Organization of American States was founded after WWII.
