There is. I've just heard in the news; it's nicknamed "The Treaty of
Rio de Janeiro", and pr.br Cardoso would be going to invoke it
to plunge Brazil and other Latino American countries in the
war -- if there is a war.
However, I couldn't find anything in www.planalto.gov.br site :-/
