When Dutch Armed Forces are needed somewhere, such as for SFOR and UNMEE
missions, we first ask around for volunteers among the troops. Only when we
do not have enough volunteers for a mission, we start *ordering* soldiers
to go. AFAIK, that has not happened yet -- we have always had enough
volunteers.
