I think that's because most Americans would see the question as
nonsensical because no construction firm will want to bid on the work
unless the workers, executives, and owners all stand to make a profit from
the amount of labor involved. It sounds like you are asking, "Is it
immoral to permit private corporations to be involved in the rebuilding?"
To which we would answer, "Why on earth would it be immoral? Who else is
going to do it? Even if the rebuilding is publicly funded, private firms
will do the work." That may not be what you intend, but frankly I can't
think of a context in which your questions makes any sense, which I
suspect is why you are getting answers which make no sense to you in
return.
Would it be immoral to allow politics and graft to become involved in the
rebuilding to such a degree that some peole make an unreasonable amount of
profit? The answer to *that* question may very well be Yes.
