And ignore the very principles of democracy? Not to mention that annoying
little thing called "The Universal Declaration of Human Rights"? I find that
a very scary idea.

That is the risk you will have to take. If a democratic country decides to
bypass the principles of democracy and human rights, it really is no better
than Nazi Germany. Everyone, even a terrorist, is innocent until proven
guilty.

As for terrorists exploding themselves to avoid capture, well, that would
save the tax payers quite a lot of money...
