Sounds like excessive force to me. Tear gas would almost certainly have
forced him out of the tank.

But then, this *is* the LAPD of course; they do have a reputation to think
of...   :-)

A few days ago the BBC showed a documentary about the use of non-leathel
weapons by the police in several cities (LA, Baltimore, London). Those
weapons appear to be quite effective; bean bags for instant can knock a
person off his feet easily.

AFAIK, shooting guns out of a person's hands only happens in the movies. It
is quite difficult to do that when you are more than a few steps away from
the person holding the gun.
