Yes, it makes sense in the context. You reported _inflation-adjusted_ income rose 1%. That means that if inflation were 40%, the numerical incomes went up by 41%, while cost of living went up only 20%, you reported. So, they would be better off, able to buy more with their incomes, a good thing.
