Well -a - there are plenty of religious laws and  - b - many people are
keeping *some* of religious laws. (Example - you can't drive during Yom
Kippur (if it is not matter of life and death) - it's a law, but nobody
makes you fast at Yom Kippur - yet most of the people that *I* know are
fasting at that day)
