Especially if it is plugged in.

But the capacitors in each can hold a charge for a few minutes, and its
enough to do the dirty deed on you.
Capacitors are supposed to be designed to bleed off voltage in less than 5
minutes, but there are cases where they have held a charge for a year or
more. Dont ask me how, but i know people who have had the crap knocked out
of them from caps that have been in storage on a shelf.
It only takes .050 amps to kill you.
