I'm not sure I know a phrase that has that meaning (unless it's something
recent, like in the past 5 years or so).  The closest slang term I can
think of is "kiasu", which literally means "afraid of losing".  It's used
as an adjective in a negative sense (eg "he's so kiasu that he paid $5000
to apply to 100 universities").
