Actually, it doesn't. It simply assumes that any ET
civilizations out there can eventually learn to travel at
an average of 1/10 of one percent of light speed. If they
can do that, and each new colony colonizes its nearest
solar systems in turn, then the civilization should be able
to fill the entire galaxy in less than a million years.
