Not necessarily.  The "you" in that verse could apply to everyone.  I
believe it does.  I vaguely recall someone's conversation with God that goes
like this: "What is our purpose for existing?"  "Take care of each other."
"Okay, but what is our purpose for existing?"  "Take care of each other, I
said."

I think the joke would be to treat it as if Peter were saying that his
buddies were special, so they could start selling indulgences and other
means of charging admission to God.  "Hey, look, God gave *me* the keys!"
(Catholics should particularly appreciate that last bit.)
