Educated guess: the militant fundamentalists in Hamas do not want peace with Israel, they want Israel destroyed. They see the latest attempt at getting closer to peace as a threat to their own goals, so they increase their activities to sabotage the attempt, knowing very well that Arafat will be blamed for the attacks no matter how often he condemns the suicide bombings.
