The police must have had a reason for releasing > him. Yes. In this particular case, it was in response to Israel going into the West Bank to look for terrorists. Arafat ordered the release as part of retaliation. Other times, terrorists are released as part of a political deal Arafat has with Hamas to keep in power. Indeed, this retaliation probably was for political reasons too. It is possible that Arafat does not have control now. But, as a political move, doing these things are very asutute. His popularity increases as he is seen to support terrorism. Remember, terrorist attacks are very popular among the Palestinians. Dan M.
