That's the impression I got. That Brin saw a future of homogeneity (sp?), that most people would be commingled into one large state of "tan." OTOH, you could look at it as Brin simply is using shades of brown for shorthand from being a "pale blue Scotsman" like Billy Connelly to being a very deep brown like Wesley Snipes and all the colors in between.
