According to some of my co-workers, MS Access would not be practical for 
this. They claim that Access is only suitable for relatively small 
databases, not for databases that contain tens of thousands of records.

OTOH, Access is what I have, and it can handle both SQL and export to HTML. 
Buying something that would be better equipped to handle that many records 
(such as Oracle) might be slightly (ahem...) too expensive for something 
like this.

Thanks, but no, thanks. First, this will give me the opportunity to 
familiarise myself with MS Access. Second, hiring you implies *paying* you, 
but I do not intend to spend all that much money on what is really just a 
hobby. Apart from the occassional posting & packaging to send something to 
a fellow Brineller, the only thing I pay for is the domain name. Later on I 
might also pay for domain hosting, but that will depend on what it costs, 
what features I get for my money, and on the willingness of others to 
contribute in the costs.
