If we go with option 1, we might just as well ditch the Etiquette Guidelines
and remove the spam filter

If we go with option #1, we will also have to ditch the Etiquette
Guidelines, remove the spam filter and remove the "only subscribers can
post" rule. That will eventually turn Brin-L into a place where no civilised
person would want to be, because of the vast amounts of spam messages, flame
wars and abusive language.

IMO, we should go for option #2. I do not believe it would lead to Brin-L
getting a bad reputation; we have thrown one person off before, but I have
seen no evidence that anywhere on the Internet, Brin-L got a bad reputation
because of it.
