I see serious possible problems with defined values of "Vulgar" and 
"Obscene" although I personally don't have a problem with the others.

This one's a minefield.  I would eliminate any such obligations for an 
international list unless absolutely necessary.

Again, this one's a problem as well.  No one could cut and paste excerpted 
or whole online newspaper articles, just links.
