We don't have guidelines for removing people.  We have guidelines
expressing desired behavior (aspirations), and we have one precedent for
deciding what constitutes sufficiently bad behavior to justify removal.
Does Mark's behavior meet the standard set by that precedent?  No, IMO.
Do we need a lower standard?  I don't know, but IMO we shouldn't assume
that we have such a standard until we discuss it and create it.
