We don't have guidelines for removing people. We have guidelines expressing desired behavior (aspirations), and we have one precedent for deciding what constitutes sufficiently bad behavior to justify removal. Does Mark's behavior meet the standard set by that precedent? No, IMO. Do we need a lower standard?
