Actually, we do have such a guideline.

Read the Etiquette Guidelines. The second sentence from the top goes: "As 
members of a civilization, these are the guidelines we agree to live 
under:" -- followed by a set of guidelines. Below that, there are a few 
sections that start with the phrases "We agree that:" and "We further agree 
that:".

The guideline for removing people can be found near the bottom of the 
document. "The Listowners have the right to remove someone who does not 
wish to comport themselves in a manner concordant with our civilization."

By joining Brin-L, you agree to live your Brin-L life by those rules, and 
accept that breaking those rules can get you removed from the community.
