We've already developed methane from water lilies, and gasohol to extend the life of fossil fuel. Engines can be designed and built anywhere, but should be sold in an appropriate climate. Those climates that remain warm all year should use electric motors, and those in colder climates should use internal combustion. The rest is details again. Look to both the mechanics and the land biologists.
