Thanks. It does help.  But the whole thing still doesn't make any sense.

I was listening to NPR the other day and they were talking about the
India-Pakistan situation.  One of the guests, while saying that he thought a
nuclear exchange was extremely remote, said that many experts on the region
are afraid that nuclear deterrence won't work in the area.  In the Cold War,
it took the Cuban Missile crisis to push the US and the USSR to the brink
and have them realize how easy it would be to fall into the abyss.  So they
stepped back, started talking and put controls in place to avoid nuclear
war.  But this hasn't happened on the Indian sub-continent.  So deterrence
might not be enough.  Now that's really scary.
