Are you sure? Or, more precisely, how can _they_ be sure?
The last time nukes were used in war was more than 50 years
ago, probably nobody that can decide about a nuclear strike
now was an adult so long ago. There ain't no such think as a 
"collective wisdom", the horrors of a nuclear war may seem
too abstract to the guys that can push the button.

OTOH, maybe one or two nukes exploding each 50 or
so years _may_ be the price humanity has to pay to
prevent a Global Nuclear War :-/
