US, UK, Norway, Bulgaria, Colombia, Mauritius

No:
None

Abstaining:
France, Russia (however, negotiations continue with France, and we may
still get a yes-vote from them.  If France votes yes, Russia may well follow.)

Maybe Yes, Maybe Abstain:
Ireland, Mexico



Thus, even if one concedes the one-country, one-vote principle, I have no
apologies whatsoever for the fact that the US has a solid majority of the
UNSC democracies in favor of the resolution, and no democracy expected to
vote against the resolution.   As a result, there is no reason to apologize
for the fact that the UNSC rules essentialy necessitate the vote of one or
two non-democracies in order to pass a resolution, let alone a resolution
endorsed by Hans Blix, the chief of inspection.
