Yes -- install Linux first.  It comes with LILO, which will let you do what
you want.  The only real limitation is that LILO can't deal with a partition
over 8GB, so if you wanted to boot from a larger partition, you can't.  Of
course, I can't imagine why you would...

Since you're re-partitioning, you might consider creating a partition
dedicated to your Windows swap file.  Figure out how big it should be
(maximum), make a partition a bit bigger, then when you configure Windows,
instead of letting it manage the swap file, set it manually to the
appropriate size.  The big benefit of doing so is that your swap file will
never become fragmented.  Some folks even install an extra, often small,
disk drive, dedicated to the swap file, which allows it to work in parallel
with your regular drive, speeding things up a bit. That's probably excessive
unless you use very memory-hungry apps that need top performance.

If you want to use a commercial product, PowerQuest Boot Magic and Partition
Magic will help further, even allowing you to rearrange partitions after
you've installed things, which might be an added safety measure if you're
not sure how big each should be.  Knowing how to partition for Linux can be
a bit confusing...
