If your definition of "simple games" is similar to my definition (think "Pacman", "Tetris" and the like), I think your friend wouldn't need anything better than an old, second-hand 80486 PC and a copy of Windows 3.11 (or perhaps an early Pentium with Windows 98 SE [*]). I'd recommend he check some auction sites; there are usually plenty of old PC's for sale for very little money.
[*]My desktop PC is like that; Pentium 200 MHz, 80 MB memory, 1.2 GB harddisk, Windows 98 SE. Not good enough to play Half-Life on it, but good enough for Pacman and e-mail.
